Business Case Development
Cross-harbour walking and cycling link, Northern Pathway
NB led the development of the Single Stage Business Case for the cross-harbour link, which now forms part of the Northern Pathway from Central Auckland to Albany. We tailored the business case to reflect the significant project history, whilst ensuring the critical requirements of the Waka Kotahi business case process were met. The business case was endorsed by Waka Kotahi’s Board in 2019, and the project has progressed to the pre-implementation stage, with $360m provided for the Northern Pathway through the Government’s NZ Upgrade Programme.
Let’s Get Wellington Moving – City Streets
Working in partnership with technical experts, NB is leading the development of the City Streets Indicative Business Case, which is a critical component of the “Let’s Get Wellington Moving” multi-billion-dollar programme of investment in Wellington’s transport system. We have drawn on our expertise in large-scale and complex business cases to design a streamlined methodology to identify and evaluate options to deliver a step-change in walking, cycling and public transport use across Wellington City.
Urban Form and Transport Initiative (UFTI), western Bay of Plenty
NB was the technical lead for UFTI and led the development of the Programme Business Case. As part of an independent project team, we worked closely with project partners, key stakeholders and other technical experts to develop an innovative 50 year land use/urban form and transport programme with a strong emphasis on integrating spatial and transport planning to enable the sub-region to better cater for the substantial growth expected. The recommend $8b programme was endorsed by local government partners, and the Waka Kotahi Board in July 2020.
Strategic Advice
State highway re-evaluations
NB was appointed as Programme Director, to lead the re-evaluation of several state highway projects using the business case approach and the Ministry of Transport’s transport outcome framework. With a small team, NB undertook the technical review to revise the focus of several complex, large scale state highway improvement projects to better align with government’s strategic priorities. We also prepared the governance and management papers to support Waka Kotahi decision making.
Innovating Streets programme
NB supported the Waka Kotahi Innovating Streets Team to map out Waka Kotahi funding requirements to support the wider roll out of the Innovating Streets programme to approved organisations. This included the preparation of a business case and internal applications for an enhanced financial assistance rate.
Travel Choice work programme
We worked closely with our client’s travel choice team to review their current work programme, in the context of recent changes to central and local government investment priorities. With input from the team and key stakeholders, we identified opportunities to transition the work programme over the short to medium term.
Transport Planning
Nelson Future Access Project
NB is providing independent transport planning advice to Nelson City Council on the Nelson Future Access Project Detailed Business Case. The project is being led by Waka Kotahi, in partnership with the Council, with the team investigating multi-modal options to future-proof Nelson’s transport system.
Regional Land Transport Plan, Greater Wellington Regional Council
NB provided a dedicated in-house resource to help the client write and refine draft sections of the RLTP. NB helped the client draw clearer lines of sight between the strategic context, regional investment priorities and the ten year programme. NB worked under instruction of the client’s project lead, and was able to step in at short notice to fill a resource gap.
Tauriko West Network Connection, Tauranga
NB was appointed as the independent project director on behalf of Waka Kotahi for the development of a multi-agency multi-modal detailed business case in Tauriko West, Tauranga. NB was responsible, with the Waka Kotahi project manager, for providing strategic direction and working with Tauranga City Council and the project consultants to develop the DBC.
Peer Review
Far North Integrated Transport Strategy
NB completed a peer review of the draft Far North Integrated Transport Strategy Programme Business Case – in line with Waka Kotahi investment assurance requirements. Based on the review, the client has updated the business case to include the solutions proposed.
Access Hamilton
NB was asked by Waka Kotahi to review the Access Hamilton Programme Business Case (PBC) prepared for Hamilton City Council. Following the review NB were engaged to work with Council and the incumbent supplier to reshape the draft PBC to address Waka Kotahi feedback and provide a clear line of sight between the problems being addressed and the proposed solutions and associated investment required.
Review project scope – Connecting Dunedin
NB was asked to review and refine the scope of the draft request for proposal for the Connecting Dunedin project – a multi-partner project in a complex urban environment. NB completed the review on a tight timeframe, with a focus on identifying deficiencies that could expose project partners to substantial stakeholder, outcome and financial risk and recommending appropriate solutions.

Christchurch Future Public Transport
NB was engaged to work with Waka Kotahi, Christchurch City Council, ECAN, Selwyn District Council and Waimakariri District Council to scope an effective multi-business case approach for progressing both the short and longer term recommendations of the Future of Public Transport in Greater Christchurch PBC. The challenge was to develop an effective business case process that addressed long-term issues, whilst also enabling short-term proposals to be progressed at pace to feed into the RLTP. Following the scoping exercise, NB was engaged to review and refine the request for proposal for the Business Cases. NB completed the review on a tight timeframe, with a focus on identifying and addressing deficiencies that could expose project partners to substantial stakeholder, outcome and financial risks.
Let’s Get Wellington Moving (LGWM)
Following completion of the LGWM programme business case NB was engaged to scope subsequent business case phases. Working with procurement experts, NB prepared the requests for proposals for several key ‘Let’s Get Wellington Moving’ work streams including Mass Rapid Transit, and the Golden Mile and Hutt Road/Thorndon Quay early delivery projects. NB drafted all the scope documentation and assisted in the engagement with project partners to build consensus about the scope of work required. NB was also commissioned to support the tender panel through the procurement process as an expert advisor with regard the project scope.
